Fishing, dancing and fireworks will all return this year along with two new events!

Festival content has slowly been spreading out across the countryside and simply going to the Party Tree would not ensure that players knew about fishing in Bywater or the new event upon The Hill. To help steer you in the right direction, a formal party invitation will be sent to your mail box. Turning it in grants you a Summer Festival Guide, Inn League Reputation Guide and a Fishing Guide. Just in case you’re not acquainted with the fishing system, or have forgotten. You’ll also receive a complimentary gift for your patronage of the party across Middle-earth! Also new Summer Festival Items are waiting for you.

The Keg-races at Thorin’s Hall

The dwarves of Thorin’s Halls are well prepared for the rigourous Keg-races that will take place this summer in Frerin’s Court. The four contestants all have a great deal of experience with running about in pursuit of the next mug…and naturally with downing that mug as well.

Kolmar

Kolmar is a favourite patron at the Inn, and many a dwarf has marveled at his rather vigourous enjoyment of fine beers in great quantity. The innkeeper, while very grateful for the steady flow of coin into his purse, has been heard grumbling at times about how difficult it is to keep such a thirsty dwarf well-supplied.

Lar

Lar, the fairest-haired of all the contestants, is revered first and foremost for his outstanding appearance. His burly arms, muscular legs, and flowing golden beard make him a good-looking candidate, to say the least. For what could a dwarf need to win a keg-race besides two great strong arms with which to lift a mug, and a pair of excellent legs to boot? Lar is usually present at every social gathering from Gondamon to Thorin’s Hall. Ever popular for his charm, he is regularly supplied with a constant provision of brew. Free of charge, naturally!

Signar
Signar’s flaming red hair is very visible against the snows of Frerin’s Court. His hobbies include drinking, racing, and knocking out any who stare impolitely at his red locks. Signar’s fervour matches his fiery mane, but does it lend him speed? This hotheaded dwarf will stop at nothing to best his competitors with their tresses so dull.

Ottó

Ottó, an adventurous resident of Thorin’s Hall, is newly-returned from a long expedition. In truth it was rather a short expedition – he meant it to be long, certainly, and hoped that his path would take him beyond the Hollin Gate for a reunion with Brogur and Bósi’s folk. He was, however, hopelessly diverted from his goals the moment he set foot in Needlehole. He spent the better part of a year sampling, and happily drowning in, the finest and most excellent brews of the whole Shire. His rigourous training routine of drinking great quantities of beer and travelling from inn to inn has made him a favourite in the Keg-racing competition this summer.

The Taste of Hobbiton

To the north of Hobbiton’s center, up beyond the party tree, another party of extraordinary magnificence is taking place. The very best cooks throughout the Shire have contributed samples of their favourite vittles for the most exciting event of the year: The Taste of Hobbiton! The four fastest and hungriest hobbits in the Shire have been chosen to compete in a race to taste it all. The winner, and his family of course, will have the great honour of proving their hearty appetite and speedy legs to be second to none!

The participating hobbits have been chosen for their renowned insatiable appetites as well as their uncommon energy, especially when in pursuit of a bite to eat. While most halflings can be found happily dozing after a few round meals, these four have made quite the reputation for themselves for actively pursuing several meals more.

Daffodilly Hayward

Daffodilly Hayward is famous in Frogmorton for her excessive love of pie. She has developed a bit of a rascally reputation amongst friends and family for some sly pie-filching or “Window shopping” as she calls it. She has been known to walk great distances in the pursuit of her next meal; a most unusual trait for any Halfling. Like all of the contestants she’s known for taking more than her share at dinners and parties. While most hobbits are recovering pleasantly from their fourth helping, Daffodilly Hayward would shock her hosts by asking for a seventh.

Burdy Gamwich

Burdy Gamwich, champion eater of the Gamwich family, has travelled far to participate in the Taste of Hobbiton competition and win renown for his kin. A humble farmer in his tweens, Burdy is a hard worker and tirelessly ploughs the great vegetable fields of his family from dawn until dusk. He undoubtedly works up quite a hunger as he ploughs throughout the day, but his mother also ensures that he is given a bottomless supply of foodstuff to fuel him as he goes. Burdy is a master of eating on the fly and looks forward to the challenge of speed-sampling all the first-rate foods of the Shire.

Gladiola Chubb-Baggins

Gladiola Chubb-Baggins, Gladdy to her friends, was born and raised in Hobbiton and is generally considered to be a great local beauty. Her figure has been influenced by the many hearty meals bestowed upon her by the numerous gentlehobbits who court her, but rumour has it that she is yet to decide upon a suitable fellow. Though she will never admit it to those who pursue her, for generous encouragement is important in ensuring proper nourishment. Gladdy is not famed for her speed or energy, but it is widely known that Dodder Twofoot and Bando Brandybuck, coordinators of the Taste of Hobbiton, are both very much in love with this fair hobbit-lady, unbeknownst to each other.

Mudric Rumble

Mudric Rumble is known in his hometown of Bywater as the youngest hobbit to eat a full meal of solid food. At only two months of age, baby Mudric’s mother quickly realized that her child was not to be sated by milk alone. After draining a full pitcher of milk into her yawning child, she offered him a bite of lamb and was astounded as he proceeded to finish a whole rack followed by a potato and a full serving of buttered green peas. An hour later he ate three eggs, half a sausage, and a tea-cake! All witnessed by many astonished neighbours. Needless to say, this surprisingly excessive eating behaviour has continued as Mudric arrived at adulthood.

Festival Run Horse Races

Sadly, the horse races are currently disabled. But, they are under construction for future books. We hope to reintroduce them in upcoming festivals with several significant improvements and changes. While I am very sorry to miss the Festival Run this summer, the festival run token is still being offered as a reward to those who can generate a sizeable quantity of barter tokens. This means the Lithe horse and pony will still be available to those who look forward to owning this eye-catching mount.

While today is official release date for the next upcoming content Book 8: Scourge of Khazad-dum in North America, EU players will have to wait till Thursday 25th June.

An official announcement about Book 8 will be coming out within the next 24 hours or so, however I can tell you informally that we’re tracking releasing on Thursday, subject to a final green light meeting.
We’re also getting the final details from QA so I can finalise the known issues for the Book 8 patch and it’s worth noting at this point that there are some important known issues, which will be detailed in the announcement mentioned above.

For those wondering about the size of the patch it’s going to be about 650mb.

As for a standalone patcher, I’m afraid it won’t be ready for the Book 8 release but we are working with Turbine to get this to you ASAP. We’ll also have an updated Book 8 full client sometime next week, all being well.

Dar Narbugud is a twelve-person Book 8 raid that contains 6 bosses with First Age Legendary Item token drops and the new Tier 2 class set. Also, the loot list is very interesting. There are some differences between Bullroars and Lore stats, so we’ll have to wait next few hours to be sure which one is correct.

While we are waiting for the 23rd June and new Book 8 content, Turbine has released official notes for The Lord of The Rings Online: Mines of Moria, Volume 2 Book 8: Scourge of Khazad-Dum.

Epic Book 8:

The plans of Gorothúl, sorcerer of Dol Guldur, begin to be made clear as ancient evils stir again in the depths of Khazad-dûm. Small fellowships must form to combat this emerging threat before the hopes of the Iron Garrison and the Elves of Lothlórien are ended by the darkness. The story of The Mines of Moria continues with new quests and challenges!

Of Special Note

Summer Festival

The Summer Festival, coming in Book 8, now has two new events — one in the Shire, on The Hill, and the second on the approach to Thorin’s Hall.

Crafted Equipment minimum level usage requirement changed

Certain crafted equipment items had their minimum level usage requirement changed for Book 8. However, bound items in the player’s possession which were changed to exceed the player’s level will instead match the player’s level. Non-bound and banked items are not versioned in this way.

Lothlorien Gift Box Changes:

There is no longer a chance to receive First-age items.

There is no longer a chance to receive Tier 4 Runics.

The Heritage Runes have significantly increased in value.

The lowest value is now 75k.

The highest value is now 250k.

There is now a chance to receive Level 58 and Level 59 Second-age items (you can still get Level 60 Second-age items as well).

The odds have been tweaked, the most significant of which is that there’s now a slightly higher chance of receiving a Second-age item, but a lower chance of that Second-age being Level 60 (due to the inclusion of Level 58 and 59 Second-age items).

The costs of the gift boxes have been significantly reduced: they now cost 15G 30S.

The descriptions of the gift boxes have been changed to more accurately reflect the potential rewards.

The gift boxes are no longer class restricted for those who mistakenly purchased the wrong box.

Please note that there will be no compensation for those who have already purchased a gift box: when you opened that gift box you had a chance to get a Level 60 First-age item.

Explanation of Changes:

The gift boxes have been changed from a high-risk / high-reward design to a more friendly middle-ground design. The high-end rewards have either been removed (First-age) or had their chances reduced (Level 60 Second-age), while the low-end rewards have either been removed (15k Heritage Rune, Tier 4 Runics) or increased (250k Heritage Runes are now available). Because the high-end rewards have been removed/reduced, the cost of the giftboxes has been reduced as well.

First Age Legendary Items

First Ages are now dropped via a barter system. Each raid now drops barter tokens that can be saved up to use to trade for the First Age item of your choice. Vile Maw, Strange Happenings, and Dar Narbugud will all drop multiple tokens. Go visit the barter traders at the Hythe docks to see all the possibilities.

Level 59 First Age’s will cost 4 tokens

Level 60 First Age’s will cost 6 tokens

Currently First Age Legendary items are Bind on Acquire on Bullroarer. This change will be reverted and will not go live when Book 8 ships.

It’s the Little Things That Count

The impending war between the Light and the Dark has caused many of the vendors in the world to fear for the stability of their livelihood. In an effort to retain business the vendors have now learned to sell stackable items in quantities other than “one” and “a full stack” in order to better serve you! While you have the vendor UI open you can now buy single items by default, or use…

SHIFT to purchase a full stack,

ALT to purchase a quantity that you specify in a pop-up dialog

TAB to fill all stacks of the selected item type in your backpack.

Boat Keepers have arrived in Evendim!

There is a new aquatic swift-travel route between Tinnudir and The Eavespires for 25 silver!

Champion

In response to changes made to the Champion class, all legendary points on champion items will be reset so that players may adjust legacies accordingly.

Clarified tooltip for Champion’s Fight On skill

The Champion’s skill Fervour will now have a -30% penalty to incoming healing. Champion skills that restore morale are not affected, nor is the Man skill Strength of Morale. This incoming healing penalty is not in effect in any PvMP area, though Champions will need to re-activate Fervour on entering or leaving such an area. The Incoming Healing penalty from Continuous Blood Rage will overwrite the Incoming Healing penalty from Fervour resulting in only -90% penalty when both skills are toggled on.

The Champion Legendary skill Controlled Burn will no longer last for the duration of combat. Instead it has a fixed duration of 2:30 minutes. The only in combat activation and the 20% morale restrictions have been removed. In addition, activating Controlled Burn applies the effects of Ardent Flurry and Glorious Exchange to the Champion.

The descriptions for the Champion Traits Deadly, Vicious and Deep Strikes were updated to include Feral Strikes in the list of skills affected. This is a text change only. Feral Strike has always been modified by these traits.

The stun effect from the crafted warhorns can no longer be evaded.

Guardian

Guardian skill, Thrill of Danger, should no longer cause friendly mobs to attack the player.

Fire bolts will no longer remain in the Hunter’s hand after using Improved Swift Bow – Ablaze.

Minstrel

The Minstrel skill Call to Greatness will now apply level appropriate versions of Shields Up and Guardian’s Ward to Wardens and Guardians respectively.

As expected in Book 7, we’ve had to tone down the IA damage progressions for the Minstrel to keep his IA contribution to DPS in line with his class role. This will allow us to maintain the 1-50 experience we want to see from the class.

Captain

Quite a Snag now reduces attack speed by 10% and increases incoming damage by 3%.

Small Snag still reduces attack speed by 5% and now increases incoming damage by 2%.

Gamblers Strike no longer is guaranteed a tier 4-6 damaging Gamble. It’s odds are better than other Gamble application skills, but not as consistent as it was. Existing Gambles on your foe will still be upgraded to max tier (including Damaging Gambles applied from other sources)

All trait lines have had their bonuses re-ordered and modified.

The 3 traitline legendary traits grant additional passive bonuses.

Lore-master

The Lynx’s attacks “Feral Strike” and “Slashing Claws” will now properly / more consistently hit the targets in front of the Lynx. (A special thanks to the bug reporter, Valridan, for sending this issue in. This was tough to spot in game, but very blatantly wrong on my end.)

Rune-keeper

Lightning Critical damage legacy was reduced.

The Rune of Restoration has it’s unsummon distance reduced. This should help with it randomly pulling mobs after you are leave it.

The Thunderous Words buff was erroneously claiming it reduced the Rune-keeper’s ability to bypass resistance. It now reads properly.

Conflagration of Runes was erroneously claiming it reduced Induction time by .5. Its power reduction was also removed.

Weapon of X skills debuff is no longer permanent. Debuff now lasts for 10 seconds. The rate at which the debuff applies was greatly increased.

Fall to X skills no longer add damage to the skill that triggers them. The damage Fall to X deals is now treated as though from a separate source.

Enamels now share cooldown.

Crafting

Crafting Revamp!

Full details will be given in an upcoming dev diary. Until then:

Adjusted the minimum level requirements for most crafted light, medium, and heavy armour pieces

Adjusted the minimum level requirements for most crafted shields

Adjusted the minimum level requirements for most crafted jewellery

Adjusted the minimum level requirements for most crafted weapons

Optional Ingredients Revamp! Optional ingredients for many recipes were previously dropped by specific monsters in specific areas, which often led to difficulty imbalances between obtaining the ingredients for the different crafting professions. Additionally, many of these items merely stated, “This item can be used in crafting.” This vagueness did little to help players identify which optional ingredients were useful to which professions (and at what tiers). I am happy to say that those days are behind us!

New optional ingredients have been added for the Cooking, Jeweller, Metalsmith, Scholar, Tailor, Weaponsmith, and Woodworker professions. These new optional ingredients replace the old optional ingredients, which can no longer be found in treasure or used in recipes. A new Trophy Broker NPC, located in Michel Delving, will exchange any old optional ingredient you might have for the appropriate new optional ingredient.

The new optional ingredients can now be obtained from two different, widespread sources: Humanoid Treasure & Resource Nodes

The tier of optional ingredient dropped via treasure is determined by the humanoid creature’s level:

Apprentice Ingredients: Levels 1-12

Journeyman Ingredients: Levels 13-23

Expert Ingredients: Levels 24-34

Artisan Ingredients: Levels 35-43

Master Ingredients: Levels 44-50

Supreme Ingredients: Levels 51-60

The tier/type of optional ingredient obtained from a resource node is determined by the tier/type of node:

Farming Fields: can produce Cooking optional ingredients

Forestry Branches: can produce Tailoring and Woodworking optional ingredients

Prospecting Deposits: can produce Jeweller, Metalsmith, and Weaponsmith optional ingredients

Scholar Artifacts: can produce Scholar optional ingredients

The new optional ingredients now clearly state in their tooltips which profession and crafting tier (Apprentice, Journeyman, etc.) the ingredient is used by. Each new optional ingredient is used by only one profession/tier combination.

Lowered the prices of all normal Apprentice, Journeyman, Expert, Artisan, and Master recipe scrolls.

The following optional ingredients are now available from Lórien barter NPCs: Elven-cloth Lining, Elven-steel Grip, and Elven-wood Oil.

The optional ingredients Elven-cloth Lining, Elven-steel Grip, and Elven-wood Oil were incorrectly marked to be “Bind on Acquire.” These items can now be traded freely between players.

All common crafting ingredients that are sold by vendors now state in their descriptions, “This ingredient is sold by suppliers and profession vendors.”

Farming

Reduced the number of optional ingredients needed to execute all farming field recipes from 3 to 1. Coupled with this, the price of one Soil of Rivendell has increased to 48 copper, and the price of one Soil of Lórien has increased 96 copper to account for the ingredient quantity changes.

Scholar

Renamed some of the Journeyman, Master, and Supreme Scholar Athelas Essence and Celebrant Salve recipes to bring consistency to the names of all tiers of craftable potions. In general, the names for all Scholar-crafted potions should be as follows:

Apprentice: Lesser potions

Scroll of Minor Battle Lore

Scroll of Minor Warding Lore

Scroll of Battle Lore

Scroll of Warding Lore

Scroll of Improved Battle Lore

Scroll of Improved Warding Lore

Infused Athelas Essence & Celebrant Salve Recipes: These recipes now require one Etching of Moria (previously one Relic of Khazâd-dm)

Pure Athelas Essence & Celebrant Salve Recipes: These recipes now require one Relic of Khazad-dm (previously one Tattered Khuzdul Parchment)

Greater Athelas Extracts Recipe

Greater Celebrant Ointments Recipe

Refined Athelas Extracts Recipe

Prospecting

Improvements in smelting and refining technology have brought about some positive changes for prospectors who regularly make Bronze and Khazâd-bronze Ingots

Apprentice Prospectors can now smelt two chunks of Tin Ore directly into one Tin Ingot. They can also refine one Tin Ingot and one Copper Ingot into two Bronze Ingots.

Supreme Prospectors can now smelt two chunks of Khazâd-tin Ore directly into one Khazâd-tin Ingot. They can also refine one Khazâd-tin Ingot and one Khazâd-copper Ingot into two Khazâd-bronze Ingots.

The Supreme Prospector recipe, “Mithril-infused Khazâd-iron Ingot” has been removed. The item it created is not used as an ingredient in any existing recipe. Sadly, any prospector that produced a Mithril-infused Khazâd-iron Ingot found themselves the proud new owner of an expensive paperweight! Good news though: Taddyn the Trophy Broker (located in the Bree Crafting Hall) will accept one Mithril-infused Khazâd-iron Ingot in exchange for one Mithril-infused Khazâd-steel Ingot.

Cooking

Corrected a typo in the display name of the Superior Cooking trail food, “Superior Buttered Scone and Jam.”

Fixed an issue where consuming a Cooked, Trail, or Fortifying food of a lower tier would have no effect (essentially wasting the food) if a Cooked, Trail, or Fortifying food of a higher tier was already in effect. The effect from a lower tier food will now be suppressed by the effect from a higher tier food until the higher tier food’s effect expires. At this point, the lower tier food’s effect will become active.

Updated the names of the effects bestowed when eating cooked, trail, or fortifying foods, as well as from fine drinks. The effect names should now more clearly match the type of food they came from (Cooked Food, Trail Food, Fortifying Food, or Fine Drink).

Weaponsmith

Reduced the amount of crafting experience awarded for the following Supreme Weaponsmith recipes:

Changed crafting UI category “Guardian Shield-spikes” to “Shield-spikes” now that they can be used by multiple classes.

Corrected output quantities for the Supreme Weaponsmith “Lethal Shield-spike Kit” and “Supreme Ancient Dwarf Shield-spike Kit” recipes. The lethal spike kit recipe will now produce three kits for a normal success and three kits for a critical success.

In order to address consistency concerns with Lotro combat states, Turbine has created a new combat state called Fellowship Maneuver Stun. This combat state will appear as a stunned state with its own unique icon. This was done in order to both reduce confusion about various combat states and the immunities that go with them.

Even amongst the forums today people are still asking what is a knockdown, stun, daze, knockout or a Fellowship Maneuver starting event. In order to reduce this visual / game system questions about this, Turbine has standardized this combat state. Every player skill or ability that can start a Fellowship Maneuver will do so via this combat state. Over the coming months Turbine’ll be converting all skills to use this state that start Fellowship Maneuvers.

Current Combat States are: Fellowship Maneuver Stun, Stunned, Dazed, Knockdown, Knockout, Rooted, Fear and Full Immobilize

What this means for you:

Turbine will not be removing any class abilities that Fellowship Maneuvers, only standardizing the Fellowship Maneuver Stun state with those skills.

It will be clearer to players about what starts Fellowship Maneuver vs. random knockdowns animations; it will be Fellowship Maneuver Stun and nothing else.

It also means Turbine can use knockdown and knockout animations for other skills without generating confusion.

Monster AI’s that initiate conjunctions will be as they were designed, intentionally difficult.

It means in PVMP if a player manages to initiate a Fellowship/Warband Maneuver it will be deadly as there are few things that can stop it.

Durin’s Folk long ago came to the great caverns which are now known as Moria, the Black Pit. They delved and built the great realm of Khazad-dûm. Many great and wondrous things were made in Moria, and mithril was discovered there, but a day came when the dwarves delved too deeply and too greedily and awoke the Balrog, Durin’s Bane.

But even long before the Balrog had come to hide in the depths of Moria, the deepest holes and caverns were inhabited by countless evil things. Known now as the Nameless, they have arisen and seek to enslave all who walk the halls of Khazad-dûm. A vile and grotesque creature known as the Mistress of Pestilence commands the Nameless of Moria, who strive to spread her fungal plague to the outside world.

The Dwarves of Khazad-dûm were known as great craftsmen, with knowledge of seemingly magical arts. Among these were the great Water-works which funneled water from the mountains into the halls of Moria. The chief engine of this process lay within the chambers known as Nalâ-dûm.

After many long years of abandonment, lizards and rock-worms have nested in the works of the great water-wheels, bringing their function to a halt. There are rumours among the dwarves of the Iron Hill Garrison that something far more terrible than lizards dwells also in the halls of Nalâ-dûm. . . .

Players of The Lord of the Rings Online seeking a small fellowship challenge will be pleased with Nalâ-dûm. This instance features three-player content, two bosses, a hard challenge mode, and a radiance armour set piece, as well as a puzzle-based game mechanic.
